2021 Proposed Fare Changes

As one small step in our broader Fare Transformation, the MBTA is proposing changes to two fare types—Youth Pass and Outer Express Bus—to increase access and simplify fares for our riders.

We are not proposing a fare increase at this time.

The proposed changes will be voted on at the FMCB meeting on May 10, 2021, and if approved, will go into effect on July 1, 2021. In the meantime, we’d like to get your feedback.

Expanding Access for the Youth Pass Program

The MBTA Youth Pass Program offers reduced bus and subway fares to young adults with low income, with temporary reduced fares on the Commuter Rail via a pilot that ends on June 30, 2021. However, the Youth Pass Program is the only MBTA reduced fare program that does not permanently provide reduced fares on the Commuter Rail, and does not provide reduced fares on Express Bus and ferry.

Our proposal would make Youth Passes permanently valid on each of these modes. Participants would pay reduced fares on the Express Bus and would be able to purchase half-price Commuter Rail and ferry tickets on board, at ticket windows, via the mTicket app, and at fare vending machines.

Converting Outer Express Bus Routes to Inner Express Bus

MBTA Express Bus Routes are separated into two categories: Inner Express ($4.25/ride) and Outer Express ($5.25/ride). Our proposal would simplify these fares and convert all Outer Express fares to Inner Express fares ($4.25/ride).

Currently, the T is running only a single, combined Outer Express route that also serves an Inner Express stop: route 352/354. If this proposed change is approved, this route—and any future Express Bus routes—would charge the Inner Express Bus fare of $4.25.
