The Current Capital Investment Plan (CIP)
The final version of the FY 2024 – 2028 CIP was approved by the MBTA Board of Directors on July 27, 2023 and is now in effect. It was the second five-year plan since the FY 2020 – 2024 CIP, and the first since the end of the Federal COVID-19 public health emergency.

The FY 2024 – 2028 MBTA CIP Book includes information about the CIP development process, an overview of each of our ten investment programs, an overview of our investments by transit mode, and a full list of our proposed five-year capital investments. It also highlights how new funding was allocated to existing and new capital projects.
Public Engagement Summary and Responses
Thank you for your participation in the FY 2024 – 2028 CIP. The public comment period for the proposed CIP was from March 23, 2023 through April 24, 2023 and is now closed. All comments were reviewed by MBTA staff and shared with the appropriate departments for consideration. You can find a link to the FY 2024 – 2028 CIP Book below that includes a chapter on the public comments and public engagement process.
The comments received during the CIP public engagement process help us better understand which investments the public would like us to prioritize. Additionally, your comments help guide the development of the current and future capital plans. Public feedback is important to the CIP development process, and we appreciate your input.
The final FY 2024 – 2028 MBTA CIP Book includes a list of key topics mentioned in the public comments, as well as responses to each topic.
While developing the FY 2024 – 2028 CIP, we held two virtual public meetings and one in-person meeting at which we shared information about the proposed CIP, invited public comments, and responded to questions. Video recordings of the virtual meetings are available on the following event pages:
